This is getting ridiculous! I am on a G4 PowerBook.
My finder says I have 289.5 MB available.
This is what I have done:
1. Emptied the System Folder (the one with the 9 on it)
--I transferred a whole bunch of files to my USB key. Then I got the error a few days later.---
2. Emptied the Application folder (Mac OS 9)
3. Deleted whatever files I could.
4. Ran Repair Disk Permissions in disk utility
--These three did nothing.--
I still can't put in a blank CD. Please help me!!

Sounds like some kind of runaway cache problem in combination with having a lot of data on the HD
Now, I'ld like you to have a look at the following programs and let one of them clean your system for you (they are basically capable of the same):

In particular, I want you to
a) clean all caches
b) run the system maintanance scripts (cron jobs). These tasks are normally scheduled to run in the middle of the night, so if your computer never is turned on the night over you can possibly accumulate a lot of stuff in your log files that's never cleaned up. At least one of the utilities is able to set new times for these. Do that so that they run at times when you are reasonably sure your computer is turned on.
Also, to see just where you're using all that space, I'ld like you to start up 'Terminal' in '/Applications/Utilities' and give me the results of the following command:
cd / ; sudo du -H -d1 -h
