I have OS X 10.2.8. I am thinking of going to Tiger 10.4. Do I look for upgrade software or install software? If I use install, does it write over the 10.2.8 or install separateley?

You can have both. However, this must be prepared before hand. To explain further, the hard drive must be setup as more than one partition. 10.2 on one then install 10.4 on the other. The standard method when you get a install disk is an upgrade to the currently installed system. This is usually the way it goes because by default your hard drive is set for 1 partion. You can change this but it would involve wiping out the current os then partitioning the hard drive into multiple partitions and re-installing the jaguar system then the tiger on other partion. Tiger is way better! make sure you meet the requirements 1st (listed below) and may I suggest to have more than 256 ram as it will make a huge difference.
Macintosh computer with a PowerPC G3, G4 or G5 processor
Built-in FireWire
DVD drive for installation ( unless you order the cd version -$10 after you get DVD version).
256MB of RAM (will run ok, more recomeded - 512 runs nicely).
3GB of available hard disk space (4GB if you install the developer tools).

Todd, many thanks for your info but perhaps you could clarify for me as I am not all that computer literate. Unless you are suggesting it is better to keep both systems (I assume that is why you noted the partitioning issue?) and I just went totally to Tiger, do I get an install disk as opposed to an upgrade and if so, does it just simply write over the 10.2.8 or do I have to erase 10.2.8 and start over with Tiger?
Also, do all Tiger install discs work with my IMAC G4 17 Flat Panel or do I need to know a particular software identification unique or compatible with my IMAC?
I know these are a lot of questions but you and your team have been most helpful and I really appreciate your patience and responses.

My suggestion is to just upgrade it. I believe the disk is the same thing it just gives you options for upgrade which keeps your folders, user settings etc and just updates them to the new system. or total erase of old system and install of Tiger. By default it should give you a recomended option of "Upgrade". As long as the system meets the requirements it should run fine right out of the box. Just follow the instructions and it should be fine. If however you don't have a DVD player CD-Rom (combo-drive as apple calls it) you will have to aquire the cd version and you will have to contact Apple about this. If on the other hand you have a DVD player capable CD-Rom and other system requirements in the computer it should work just fine. When you put the disk in you will most likely see a icon appear on the desktop (if not open a finder window and you will find it there). Double click on the install CD-Rom icon which will open a window, then double click on the installer. From this point you simply follow the directions and you should be fine.
