Just recently whenever I'm using Safari, and sometimes other applications as well, whenever I try and go to a website it freezes and quits. Basically, Safari is not usable, and this has been happening on internet explorer as well. Ive reinstalled Safari, which didnt help. This is the error code i continually get...

Go to SystemPreferences/Accounts; select your account then the "Login Items" tab; on the line of the MagicMenu, check the box to prevent MagicMenu to start at startup.
Logout and login again; test Safari

Any other non-Internet ones: word processing, graphic tools, itunes, DVDplayer ? if yes, which ones ?
(A) could you apply the following maintenance tips
Close all the running applications (except the Finder)
(1) Could you try to repair permissions
(must be admin)
Launch Applications/Utilities/DiskUtility
On the left pane, select the drive
On the right, select the First Aid (or SOS) tab
Then click on repair permissions and let run; don not worry about messages like " new permissions...."
Quit DiskUtility
Shutdown and reboot
(2) could also download Macjanitor

and use it to run the maintenance scripts

(B) In Safari (and als-o IE), could you empty the caches ?
(C) do you migrate from 10.3.8 to 10.3.9 by the calssical update or do you jump from a previous 10.3.x directly to 10.3.9 through the 10.3.9 combo update ?
If simple update, could you download the 10.3.9 combo

and re-apply it over your existing 10.3.9 ?

(A) could you apply the following maintenance tips
Close all the running applications (except the Finder)
(1) Could you try to repair permissions
(must be admin)
Launch Applications/Utilities/DiskUtility
On the left pane, select the drive
On the right, select the First Aid (or SOS) tab
Then click on repair permissions and let run; don not worry about messages like " new permissions...."
Quit DiskUtility
Shutdown and reboot
(2) could also download Macjanitor

Probably 85% of the problem is with Safari, and all the other times is with various internet-realted programs. I tried every one of those steps, but the problem persists. It seems to be greatly limited to Safari however. Anything else that may do the trick?

(2) the connection itself- well, not very sure-; which kind of modem do you use ? USB ? Could you check if there is an update ?

Could you also run the UNix repair command fsck ?
To run fsck, you first need to start up your Mac in single-user mode. Here's how:
1. Restart your Mac.
2. Immediately press and hold the Command and "S" keys.
You'll see a bunch of text begin scrolling on your screen. In a few more seconds, you'll see the Unix command line prompt (#).
You're now in single-user mode.
Now that you're at the # prompt, here's how to run fsck:
1. Type: "fsck -y" (that's fsck-space-minus-y).
If the 1st pass says that nothing has to be repaired, try "fsck -fy"
Option "-y" forces a "yes" response to every question of the system, which is very important because answering "no" to a fsck question will stop the process !
Option "-f" forces fsck to chack a system that this command seems to have find "clean"
2. Press Return.
The fsck utility will blast some text onto your screen. If there's damage to your disk, you'll see a message that says:
***** FILE SYSTEM WAS MODIFIED *****
If you see this message--and this is extremely important-- repeat running fsck. It is normal to have to run fsck more than once -- the first run's repairs often uncover additional problems..
When fsck finally reports that no problems were found, and the # prompt reappears:
3. Type: "reboot" to restart,
or type "exit" to start up without rebooting.
4. Press Return.
Your Mac should proceed to start up normally to the login window or the Finder.

I updated java and ran the fsck whatever that is andddd still no change. Anything else I should try?

My last idea: deleting the Safari plist file
Quit Safari
In a Finder window, on the left select your Home folder.
Than in the right, Go to Library > Preferences
Locate the "com.apple.safari.plist" file and drag it to the Trash.
Empty the Trash. Reboot your Mac and run Safari.

I deleted the "com.apple.safair.plist" file and Safari still continues to not work. Thank you for your help, I may have to just live with the problem. If you think of anything else let me know. Thanks Again.

Sure that is related to a Safari plug-in or add-on.....

(3) In the following folders (if something in)
~/Library/InputManagers
~/Library/Internet Plug-ins
move the whole content to a new folder in your Documents (for backup, in case of..)
My "Internet Plug-ins" and my "InputManagers" are empty

Tried all that and shockingly, nothing. I think it may be tim e to just give up...what are my other options? reformatting? I'll just have to use a different browser and hope the problem doesn't affect anything else. Thanks for your help.

Well, happy you find a workaround. I'm still surprised that all the tips I give -which in general work for others as far as Safari problems are concerned- do not work in your case.
