My G4 won't let me load Illustrator CS2 or Photoshop.
This has never happened in the 5 years I've been using this computer.
The hard drive is close to maximum capacitiy and I'm wondering
if that has something to do with it.
What's the correct method to unistall these programs?

If you are wanting to then reinstall CS2, You should first try just removing the items in your user/Library/Preferences folder, as listed in that article. Those settings files might be the quickest help.
Also, try clearing out some of your old, large files. If you really have only a 20 GB hard drive, then you should certainly try to get as much space on that drive as you can. Most people here suggest that 15% free space is a good goal. That means, for you, 3 GB of space free, as a minimum.
Consider replacing your hard drive with something larger. Your old PowerMac has a logic board limitation of 128 GB as the largest hard drive that you can use.

Thanks for sending the uninstall reference but it pertains to the whole Creative Suite and I only want to remove the Illustrator program.
I'm beginning to think my hard drive is to small as I have the old
OS9 on it as well as OS10.
- Is it possible to load my programs onto an external drive and work from that?
- Is 832 Mb of RAM enough for these programs?

Yes, because the Creative Suite software (Illustrator is just one) is not available except in combination with other Adobe creative suite packages. If you follow through the removal instructions, you will see some listed that may not exist on your system. But, working through the list, all Adobe software can be removed.
If you need assistance with Adobe Creative Suite software, you should consider posting on an Adobe support forum. Only a very small number will see your post here, and you might not get the very specific answers that you need. Even posting on the public forums at this site will get you more looks.
832 MB is enough, but with Adobe apps, more RAM is always better.
Do you use OS 9 for any purpose now?

I have one program that I rarely use for type layout in OS 9.
I think I should dump all that and find a program that works in OS 10.
-Will removing all that stuff help or should I still consider getting a new hard drive?

Definitely get a bigger hard drive as CS apps all use hard disk space for virtual memory, especially photoshop. 20GB is TINY these days, as is your processor speed of 856. You might consider either upgrading your comp or just buying a new one. More RAM will do you good as well.
What type app are you using in os 9? I can then recommend a corresponding app in os X. Are you using FontExplorer for your fonts? It's free, it rocks and it's the best:

Can't swing a new system just now but I can afford a new hard drive
and more RAM.
I WISH my processor was 832 Mhz, it's only 400 and yes, it's tough living in the dark ages.
The OS9 program is called "TypeStyler". They never produced a new version for OS 10. It allowed me too do many effects with type but in an outline mode not a font mode. Illustrator has similar effects but Typestyler was better.
I've been looking for a similar program for OS 10 but haven't found one yet. I'd be interested in your suggestions.
Not sure about Font Explorer. I've never had any font problems.
I'll check it out.

When you move to os x you'll need to be more concerned about fonts because they work differently than they do in OS 9. Read up on that link I gave you for details. Basically you don't store any of your user fonts in the system folder anymore; helps speed things up.

TypeStyler version has been 3 years in the making with no end in sight...don't upgrade to 10.5 because you lose Classic entirely which is the only place you can run TS at the moment.
