What is the best way to set my mac up so that I can use ichat AV to video conference with other Windows PC (not mac) users.

Dear Johnathan,
My name is Vinko and I will attempt to assist you.
Please note that iChat and .Mac are only designed for video chatting (video conference) between Macintosh users. The prerequisite for iChat is for all parties to have a .Mac account (paid or trial).
This is the fault of a yet to agree upon industry standard for video chatting (video conference).
As most users on the Windows side have MSN and MSN clients you can video chat with those users on your Mac using a MSN account and the application
aMSN (can be found on Versiontracker.Com).
Alternatively, if your Windows friends have Yahoo accounts you can download the
Yahoo Messenger for Mac OS X.
BTW: a very good IM (instant messenger) Consolidator application on the Macintosh is "
Adium". This application and
a like will allow you to be logged onto your various IM account all from within one application. Although, as of this writing none of them supported video yet. Please note that "Yet" is a key word here. I am sure they will be soon.
I hope this helps.
