XCode's too clunky for that and slow. BBEdit is much better (I think the free Lite version is still available). So many good features :)

If you're looking for one which allows you to graphically generate pages, then you'll have to pay. However, applications such as BBEdit (not Lite version), allow you to have a live preview of the code you are developing.

IF you are familiar with emacs, you have it in the system .. just type emacs in terminal to launch it. ;)
