After doing some housekeeping the other day (deleting old docs, removing unwanted apps, etc.) I can no longer mount a CD, any USB Flash drives or any .dmg disc image files. - When I try to run Toast it bounces once in the dock and dies. - The Disc Utility app starts but crashes while "Gathering Disc Information". - Cocktail will run but when I select "Drives" it hangs...

You may have a RAM shortage. Are you having many, or excessively long spinning, SBBOSs? Are your having excessive pageouts? If yes to these questions, then, as mentioned, you may have a RAM shortage.
