Usually about 6 hours after the Keynote at the site QuickTime Apple Events. However the download site is overwhelmed for the first week. Good Luck in getting it. ...

Well, Apple makes all the software needed to do this LIVE, and for years they did webcast every major keynote live. I don't know why they stopped. Maybe they want to be able to edit out any screwups... ...

I guess that really depends on how fast they can transcode it to MP4. If the keynote's really 2h instead of 1.5h, it might take longer than usual.

I'm sure using a combination of XP and OS X apps is probably ideal, but as far as PS Elements goes, Macworld gave it 4.5 mice out of 5. They said it was excellent.
