How can I reinstall osx 10.4 with "erase disc" option?

When you boot off the Tiger disc and choose the Language, go up to the Utility Menu to Disk Utility and use that to reformat the drive as Extended. Then quit Disk Utility and continue with the Tiger installation. SuperDuper is the best way to clone the entire drive to another drive.

How do you copy the entire contents of a boot drive?

I would cd /; tar cf /Volumes/Firewiredrive/backup.tar * -- a good, reliable method. That's what tar was written for, after all. To save space on your remote drive, you can do cd /; tar czf /Volumes/Firewiredrive/backup.tgz * You could also get something like SuperDuper.
