I assumed on the Mac you enabled Windows File Sharing on you Mac and also let it through the built in Firewall, right? Also take a look at SharePoints for more control over sharing to PCs. Error 21 is saying "not enough bandwidth for video boss". Some people across the net say to run the cron jobs to rotate your logs. So download Onyx or MainMenu or Yasu and run the cron jobs. Sorry, I completely missed the PowerBook reference. Still much the same answer, except that Panther (OS X 10.3.x) is not supported.
